What, then, I believe, I speak in this declaration.
The Government of God is the sole type of government the Church must adapt if only to declare and proclaim that the Church is His (Matthew 16:18) and “all what it contains” and “that which sustains it” are coming from Him and belong to Him. With this understanding, therefore, the Government of the Church must be patterned after that of the Government of God. The lack of understanding the very “essence” and “existence” of the Government of God badly affects the Church in the exercise of power to govern Her internal as well as external life and operations.
The declaration of “Government of God” shall be purely based on the sacred books of the Holy Bible and shall primarily be driven by the “spirit” through which these sacred books manifest the “actions” of God in history, that is, in “creation”, in “redemption” and in “revelation”. This is so for, I believe, that the only reliable source of information and strength of progression on and about the Government of God is the Holy Bible. Thus, the declaration of the “Government of God” shall follow this paradigm: “From the Story of Creation to the Promise of Redemption to the Revelation of Jesus Christ to John”. The concepts, therefore, that are “key” to the understanding of the Government of God in this declaration are the following, namely: Creation, Redemption, and Revelation – the unfolding of the power of God in the history of mankind. The following concepts are seen as operating in God and are seen operational in the Church. In the process of making this declaration, we shall be exploring and exposing principles and/or patterns of the Government of God and at the same time challenge the Church to “live out” these principles and/or patterns as She governs Her internal as well as external life and operations. With these principles and patterns, the Holy Catholic Church International and St. James the Elder Theological Seminary would like to come up with a genuine understanding of what do we really mean by Ecclesiastical Law and what does it entail and how does it affect Church governance and administration. Ecclesiastical Law, in this regard, is thereby seen as an expression of Government of God in the Church and how it is made manifest by the Church.In the study of this Ecclesiastical Law, the minds and hearts of the students are oriented and directed to the Government of God. They, too, are asked and tasked to look at the different prescribed courses in the Two-Year Academic Curriculum on Ecclesiastical Law in the light of the Government of God. This is what makes this particular study unique and distinct insofar as the ultimate reference is God and how He is seen acting in governing His creation, administering His redemptive acts, and revealing His Spirit. and Truth. The righteous acts of God seen in creation, shown in redemption, and perpetuated in revelation serve as the foundation of ecclesiastical law. A well founded ecclesiastical law is that which is rooted in the righteous acts of God. Apart from them, ecclesiastical law is devoid of meaning, wisdom, and power.The GOVERNMENT of God is the GOVERNMENT of the Church. This is one culture that, I believe, the Holy Catholic Church International must adhere to and must live by. St. James the Elder Theological Seminary shall take responsibility in spreading this culture from within and from without by putting much weight on the
